A feature of Les Kiss' side is the return of loose forward Liam Wright from shoulder injuries. He and halfback Tate McDermott will share captaincy duties for the side in 2025.
Test players Fraser McReight, Matt Faessler, McDermott, and Wallabies captain Harry Wilson are also named on the squad. The tour will also be Hunter Paisami's first chance to play since a calf injury denied him a November northern hemisphere tour last year.
Kiss said, "Our players are pumped to go on this tour. It's a great opportunity for our staff who rarely get this experience.
"There is strong development possible for all our players and for the Reds as a team."
Former All Blacks, Hurricanes, Wasps, and Ulster prop Jeff Toomaga-Allen, who has sustained a leg injury, is missing from the side.
The Reds play Bristol on February 1 and Ulster on February 8.
Meanwhile, halfback Jake Gordon will continue as Waratahs captain under new coach Dan McKellar for a fifth year.
McKellar said Gordon is a quality leader who has led the side well through recent difficult times.
"It's a new chapter for the organisation and a fresh challenge, so he deserves an opportunity.
"He's a good bloke, has good character, and cares a lot about the club. I look forward to working closely with him and the other leaders. There's been so much change, and the reality is that he's the best man for the job, so that's why we've gone that way.
Gordon said it had been a rollercoaster for the side over the last five years.
"In the years where things probably don't go to play, you question some of the stuff throughout the year, which is normal for a captain who wants to improve and better the team, but I'm so supportive that the team and the coaching staff have backed me for another year.
"I review hard when things don't go to plan, and one thing I've learned over time is things that I'm not good at, so you lean on people who have strengths in different areas.
"The back end of last year took its toll emotionally but early in the conversation I said to Dan whatever he thinks best for the team I would do. It was over the break he came to me saying, 'I think you'd be best suited'. So I accepted that."
