Hosts USA reached the quarter finals in dramatic fashion with a stunning 22-7 win against Spain, but were edged out in the first Cup quarter final by Fiji, 21-19.
The Fijians face New Zealand in the first semi final after the kiwis beat Canada 17-0.
In the other side of the draw, defending champions Samoa won through against a brave Scottish display, 12-5, to face South Africa in the second semi after the Blitzbokke produced another impressive performance to beat Wales 26-0.
Earlier, The hosts USA beat Spain 22-7 to book their place in the Cup quarters at the Sam Boyd Stadium in Las Vegas.
Having to win by 14 or more points, they came from 7-0 behind thanks to two tries from Carlin Isles and a decisive conversion from Nick Edwards with the last kick of the match to the delight of the home crowd.
Spain beat Portugal in the all-Iberian quarter final 12-0 with Pedro Martin scoring his 20th and 21st tries of the season. They will meet Argentina on day three in the Bowl semi final after Los Pumas beat Uruguay 24-0 with Matias Moroni scoring a hat-trick in the match.
England will play France after beating Australia 26-21 with Dan Norton scoring two tries and Steeve Barry scoring an impressive try for France's third as they defeated Kenya 21-17. The losing sides will enter the Shield.
